For the survival in actual complex and unpredictable environment, the manufacturing system must have the capacity of quick reaction in the sense of resituating on the favorable position on the market. The acquirement and preservation of this capacity is the most difficult overture for enterprises, because it involves many endogenous and exogenous factors and the process is continuous, dynamic and difficult to be predictable.	ro_RO
